Next week - September 17 is District Governor Johnny Moore's official visit to our club.  Make sure to attend to hear his message from RI and the District   The Board is invited to attend his reception on Wednesday 18 at the Bluffton Rotary Center

Tom Dunn the Emergency Management Director of the Town of Hilton Head Island was our speaker.

With a close call by Hurricane Dorian last week, Tom had lots of interesting and timely things to relay to us about how the town is prepared for this type of event. He talked about his preference to use the forecasts provided by Colorado State, and also talked about the Saffir Simpson scale which only takes wind into consideration and not water. The "cone" which people often do not realize depicts 75% of the track. He talked about the organization of the EOC - Emergency Operation Center and the various parts of it: Operational Conditions, Incident Command, Public Information, Operations (Fire, EMS, Communications-911, law enforcement, debris, recovery), Plans Section (multiple meetings during day - objectives, strategy,planning); Finance - track, pay bills; Logistics - stuff, support ops, feeding, supply unit, fuel; Debris - contractor Crowder Gulf, Tetra Tech (monitor); Critical facilities - hospital, utilities, airport.   The island is subject to all the potential hazards - with the exception of one - volcanos.  Besides hurricanes other hazards we might encounter are: tornado; earthquake; flooding; fire; tsunami; terrorism and winter weather.  During this last mandatory evacuation some did not leave and that is a huge concern.  One of the reasons they did not leave is because of the difficulty encountered with returning in the past.  This is being streamlined to make return to the island much better.  Very interesting and timely presentation.
